2. ANNOUNCEMENT FOR APPLICATION LODGED AFTER 01 JUL 2022 IN ALL OF TURKEY

Interior Minister announced that about 1200 neighborhoods, where the number of foreigners exceeds 20 percent of the total number of people, will be closed to residents from 01 July 2022

Turkish Interior Minister made the remarks at a press briefing held in the conference room of the Göç İdaresi immigration administration.

Soylu announced that there will be no holiday permit application for Syrians on Eid al-Adha, such as Eid al-Fitr.

Soylu, saying that there are those who say that ‘The country is being invaded’ in Turkey, said as follows:

Since 2010, Germany has made 1 million 354 thousand 200 people of many nationalities citizens. Among them, there are Syrians, there are Turks, there are other nationalities.

So, why does Germany make citizens? This has its own economic and social reasons. Also 650 thousand Syrians also have the right to become citizens in Germany.

Turkey has a migration strategy document. Turkey is continuing its own process related to illegal migration, related to the compliance strategy document, and related to the migration strategy and the migration action plan.

WE ARE STOPPING MIGRATION AT ITS SOURCE

Minister Soylu said that the source of irregular migration is Afghanistan, Africa, Pakistan, the Middle East, Central Asia-type countries, and migration should be stopped at the source, saying, “How can we stop migration in these types of countries? Our basic philosophy is to prevent him from moving whenever possible. To take effective border security measures. What have we done while trying to take effective border security measures? We tried to build our border walls. We tried to make security routes. We built optical towers on the border walls. We have improved the vehicle, human resources,” he said.

WE HAVE SENT BACK 361,740 PEOPLE

Minister Soylu noted that if a healthy and fast-functioning repatriation mechanism is not established, there will be a disruption in one of the most important pillars of the fight against illegal immigration.

Soylu noted that about 2 million 626 thousand 170 people were caught at the borders, saying, “We caught 1 million 246 thousand migrants at home. We have sent back 334,696 of these. We took some of them to the repatriation center, and we said to some of them, ‘You are on the run, I invite you to leave in 10 days’. We have invited a total of 27 thousand 44 people to leave. In other words, we have sent a total of 361,740 people so far. So what about the others? Some of the others have applied for international protection. These are 101 thousand people. 667 Thousand people have crossed to Europe in the last 6 years. A total of 506,280 people from Turkey have voluntarily returned to Syria,” he said.

THEY WOULD HAVE COME TOO IF WE HADN’T STOPPED IMMIGRATION AT ITS SOURCE

Minister pointing out the importance of being in touch with the countries that source migration, he used the following statements:

Our contacts with these countries are one of the main issues of our ministry. Now we are building 1 million briquette house in Idlib across the border. Cerablus, Azez, Mare, Afrin, Tel Abyab, Rasulayn, that is, we are creating a safe environment in all the regions we have intervened in, made safe.

THE DEPORTATION RATE HAS GONE FROM 11 PER CENT TO 53 PER CENT

Soylu stated that they increased the deportation rate from 11 percent to 53 percent last year and said:

We send back 53 out of every 100 illegal immigrants caught. The deportation thing is not easy. First you will determine his identity, you will determine his country.

For example, when he arrives in the country, he tears up his passport and leaves no documents on it. There are a total of 25 thousand people to be sent back to our repatriation centers.

The total number of illegal immigrants apprehended is 110 thousand. We have not started the fight against illegal immigration today, we are being treated unfairly. We have made a tough fight against illegal immigration, we are doing it.

We carry out an anti-illegal migration operation every month. We made a decision on New Year’s Eve. There are those who come from visa-free countries in Turkey; some of them do not return.

We have seen that this figure has grown. The proportion of those who come with visa liberalization and violate it is 28 percent among illegal immigrants. We have established a commission to evaluate this issue.

Now we take fingerprints on visa applications, we have signed a commitment when obtaining a visa, in order to stop the arrival. Because we got his fingerprints, we can send him back to his country even though he won’t tell us his country.

Our domestic and national fingerprint machine is working. There are 7 countries in the world, and we are one of them. It started at Istanbul Airport, we will start it at other places.

NO PERMISSION FOR APPLICANTS TO COME AND RESIDE ON A STUDY VISA

After that, after seeing the foreigner, we have authorized him to ask the question ‘Are you allowed to stay in this country’. We have imposed this obligation on taxi drivers.

If he doesn’t do this, the law says ‘You are either a migrant smuggler or a people smuggler’. When we are struggling like this, we are preventing those who say, ‘I will earn 3 cents’.

We did the same in truck parks; we installed cameras. There are those who want to get a visa for study and a visa for medical treatment. There is also an abuse here.

He comes on a student visa, applies for residency. We do not provide residency to those who come and apply for a study visa. After completing his studies, he will return to his country,” he said.

WE HAVE TAKEN PRECAUTIONS AGAINST FORGERY

Minister Soylu, having arrived on tourist visa since 10 February 2022, we said, ‘If you are buy a house for 75 thousand USD, we will give you residency in the metropolitan cities’. There were fake lease and rental contracts; now he will go to the notary with the landlord or Turkish sponsor and make address. There were medical insurances that foreigners had to have a residence permit for, unfortunately, there were also forgeries here. We also took precautions here. So whether it is fake documents or not is now revealed when you get a residence,” he said.

Minister Soylu noted that 1,000 Ahiska families will be settled in Bitlis Ahlat with the decision of President Recep Tayyip Erdogan published on 04 June 2022.

WE WILL TAKE THOSE WHO COME TO OUR CAMPS

“There are 3 million 674 thousand registered Syrians in Turkey, whereby a 122 thousand of them are passive,” Minister said, adding that the camps will be re-activated to identify new arrivals. In other words, we found out that these were not in Turkey 2.5 years ago. We have given ourselves time. Gradually will also deduct these from the number. Especially a lot of Syrians have been coming from Damascus lately. We will take the arrivals to one of our camps in Hatay. We will host it here in a certain process.
