2020 UPDATE OF TURKISH RESIDENCE PERMIT FOR FOREIGNER
.

  • The first time Residence permit application is lodged online in Turkey to Göç İdaresi the Directorate General of Migration Management website before the entered Touristic visa or e-Visa, Visa-exempt stay period will expire to qualify for Residence Permit ID Card in Turkey.
    .
  • The active Residence Permit application lodged online in the Turkish migration system allows the entered foreigner to stay longer in Turkey without an overstay till the e-randevu appointment date, even if visa stay period expires.

Information, and additional document regarding travel plans, accommodation, local Turkish hospital health report, Turkish criminal print-out, or extra documents may be requested by the Göç İdaresi government administration (for public order, health and safety).

Required common documents
.
1 . Residence Permit Application Form (must be signed by foreigner or legal representative).

2 . Passport or original and photocopy of passport substitute document (pages containing identity information and the page containing photo and processed pages).

3 . Four (4) pcs photos (must have been taken within the last 6 months, against a white background and biometric. Do not upload family, selfie, unrecognizable, non up-to-date or black and white photos into the system, otherwise residence permit document shall not be issued!)
.
4 . Declaration which states that financial capacity is to be provided sufficiently and regular throughout the stay (is declared in Application Form) and Directorate will request supporting documents (even if you do not work in Turkey).

5 . Valid health insurance (Insurance period must cover intended residence permit duration. One of the following document is considered as sufficient):
.
E-signed/signed and stamped/sealed document obtained from provincial social security units which states that the foreigner is benefiting from the health services in Turkey within the scope of bilateral social security agreements
.
E-signed/signed and stamped/sealed provision document received from Social Security Institution (Provision documents to be received from Social Security Institution must be in such manner that they must be both supportive and cover family members in family residence permits.)
.
E-signed/signed and stamped/sealed document of application made to the Social Security Institution to become a general health insurance holder
.
Turkish health insurance (policy must have expression of “This policy covers min coverage stipulated in the circular No.9 dated 06/06/2014, on private health insurance required to be taken out for residence permit applications”. Please present signed and stamped and sealed original of your insurance policy during application.

Common explanations

  • If you are staying in a rental house with a rental agreement, attach a notary public approved copy of your rental agreement to the application documents (with 4 documents to confirm the owners valid ownership continues for Istanbul province only).

  • If you are staying at the places like hotel, motel, attach the invoice and document showing your stay in these places to the application documents.
    .
  • If you are staying in a dormitory, you must attach e-signed/signed and stamped/sealed document which shows that you are staying in dormitory to your application.
    .
  • If the foreigner is going to stay in a 3rd person’s residence (other than relatives), notary public undertaking of the host (and notary public undertaking of the spouse if the host is married) is required. Lodging for employing purposes, house care services are considered as unpermitted working, and administrative pecuniary penalties are applied both to foreigner and employer and deportation processes are initiated for the foreigner with all travel and other expenses payable by the employer.

  • If mother and father cannot be determined from passports or passport substitute documents or national identity cards, a birth certificate is requested for children. Approved parental consent declaration is requested in case of absence of either mother or father (in case of death other spouse must present death certificate). Approved guardianship document for the child is required in case of divorce. If these documents have obtained from Turkish Authorities they must be e-signed/signed and stamped/sealed; if obtained from foreign countries, they must have Apostle and notary public certified translations. If the applicant is a citizen of a state that is not a signatory to Apostle Convention, said documents must be approved by the relevant state’s authorities (consulate approval and by Ministry of Foreign Affairs or Competent Turkish Authorities authorized therefor).

  • If the foreigner is under eighteen years old; an undertaking to be granted by real and legal persons in Turkey is required provided that such undertaking is specified in the letter of parental consent to be given by his/her mother and father been in abroad or by legal representative.
    .
  • Marriage certificate or approved photocopy of the document (pages containing information, first 3 pages in general) which evidences marriage is required. If obtained from Turkish authorities (can be obtained also from Provincial/District Registry Offices) they must be e-signed/signed and stamped/sealed, If obtained from abroad, they must be apostilled and have notary public approved Turkish translation. If the applicant is a citizen of a state that is not a signatory to Apostille Convention, said document must be approved by the relevant state’s authorities (consulate approval and by Ministry of Foreign Affairs or Competent Turkish Authorities authorized therefor).

  • For transfer applications to long-term, original of previous short-term residence permit ID card is presented and its photocopy is attached to application documents at appointment.

  • Civil liability is to confirm if false statement or declaration on the information is given that legal procedures will be implemented according to Article 206 of Turkish Criminal Code Law No. 5237, and residence permit application will be considered invalid / cancelled with removal decision and process started.

  • The foreigner staying in our country should be reachable by the Turkish government migration office (Göç İdaresi) during all times by mobile, telephone or address location during application assessment in Turkey.

FOREIGNER TO LODGE RESIDENCE PERMIT APPLICATION IN THE TURKISH

FIRST TIME FOREIGNER RESIDENCE PERMIT APPLICATION IN TURKEY 2020

  • Turkish Citizenship Law 5901 defines any person not in bond of Citizenship, is deemed as foreigner. Law on Foreigners & International Protection No.6458 (volume 149 page) highly protects the foreigner citizens in our country as long as simple rules are obeyed to avoid unnecessary overstay, or ban on entry and monetary fine.

RENEWAL FOREIGNER RESIDENCE PERMIT APPLICATION IN TURKEY 2020

There is no new law in 2020
. However since the start of Residence permits being issued in Turkey, the case was that there was no guarantee for renewal next period by an apartment or house rental contact. The Turkish migration authority has been flexible over the past 10 years to foreigner nationals visiting our beautiful country on longer historic, culture and beach holiday and has circulated extension by rental contract for consecutive periods.

Important update May 2019:
For Touristic Residence Permit renewal at 81 provinces in Turkey is now regulated and in effect with the 8 month announcement period ended on 31 Dec 2019.

In the new period about short term Touristic residence permit extension for foreigners who have been granted 1 year or 2 year short-term Touristic residence permit within the framework of Subparagraph 31-1 (e) of Law 6458 (Foreigners who will stay for Touristic purposes in Turkey), in the case request for Touristic residence permit for Tourism purpose stay the second time consecutive by apartment / home rental contract, extension applications after 01 Jan 2020
will be disapproved.

To renew Touristic Residence Permit 1 term more before the new regulation is effected, your Touristic Residence Permit application may be lodged in online system before 31 Dec 2019, with appointment date booked past 01 Jan 2020 will be acceptable.

Can continue from 1 term Touristic to 2nd term Real Estate Residence permit (with Turkish citizenship option after 5 years) and is purpose for additional Touristic stay (with the renewal application guaranteed each period).

  2. Real estate residence permit ID card is purpose of owned real estate in Turkey 250.000 USD value reduced amount from 1 million USD. Can continue from 1 term Touristic to 2nd term Turkish Citizenship program.

  3. Student residence permit ID card if you are enrolled in Turkish University will allow extra stay in Turkey. Can continue from 1 term Touristic to 2nd term Student Residence permit by apartment and house rental contract.

2019 UPDATE OF TURKISH RESIDENCE PERMIT FOR FOREIGNER

From 2018 to 2019 a total +1 million residence permit has been issued to foreigners in 81 provinces nationwide at govt Directorate General of Migration Management offices in Turkey.

During the same period in Turkey over +5 million applications has been rejected or canceled, missed appointment or have abandoned application, or attended but did not return ‘within the 30 days rule’ with missing documents to conclude the active Migration application in progress.

With increase to 450,000 residence permits issued in Istanbul and + up 40% more from last year, the new migration crises in Istanbul suggests that 50% of residence permits issued in Turkey are based only from Istanbul alone (1 province) and 50% totals all other locations in Turkey (80 provinces).

Announcement Sep 2019: It has been the case over recent that Göç İdaresi officials are insisting on Turkish bank account with deposit as proof of funds available in Turkey to live, during document assessment at appointment (and not work illegal as income source). Affected area: applications from 81 provinces all over Turkey.

Göç İdaresi may grant addition time upto 30 days for completion of missing documents. The application will be canceled if you fail to complete missing documents within specified time.

In case of missing documents in extension applications, provincial directorates of Migration will access to you using your declared address and contact information in Turkey. The applicant is responsible for not being available at the address and wrong contact information.

Announcement Apr 2019: Foreigners who have obtained a SIM card in Turkey for mobile phone number or Internet for home (by passport document only) recently has started to receive SMS messages sent by Turkish GSM operators to stop by the shop to update account with their foreigner ID number (starts with 99) after obtained Residence permit ID card. Foreigners who do not update latest till 02.05.2019 will be restricted on calls, SMS and internet and will be able to use their SIM card for emergency calls only. 2018 UPDATE OF TURKISH RESIDENCE PERMIT FOR FOREIGNER

From 2017 to 2018 a total +600 thousand permits have been issued to foreigner in 81 provinces nationwide govt Migration offices in Turkey and 500.000 foreigner applications have been rejected, canceled, missed appointment or attended appointment however did not return back with their missing documents in 30 days to conclude application.

With +250 thousand residence permit issued in Istanbul (40% of whole Turkey) the Migration plans to issue quota to balance the number of (short-term) Touristic residence permits that will be issued or extended from Istanbul yearly.

For other 80 provinces in Turkey, the Migration office applications are processed at regular pace.

Update Istanbul May 2018: For locations in Istanbul when completed e-ikamet application however the e-randevu online appointment system does not give automatic appointment date, the applicant (or representative) shall be notified in 1 month by Turkish mobile SMS of the assigned appointment date.

Update Istanbul Apr 2018: A user procedure change has been made for online e-randevu residence appointment system in Istanbul from May 2017 the appointment date and time will be given automatic by the e-randevu system to those who make residence permit applications from Istanbul due to high volume of foreigner applications receive.

Health insurance notice: You should not random select the option, as no input for Turkish health insurance certificate is reason for application cancellation according to the Law on Foreigners and International protection No: 6458 article 15 (1) shall be refused for those foreigners whose/who: (e) passport are not covered with a valid medical insurance for the duration of their stay.
